Ebay RC Nitro Plane, (ARF/Almost Ready To Fly) What does this mean?

I found this RC Nitro plane on ebay, i'm interested in buying one.

But it says "ARF" which means "Almost ready to fly"

What does this mean??

Is it without an engine? or what..
